Next to the Capitol and at Parque Central you'll find many drivers with their classic cars. There you can book tours spontaneously and directly, but make sure you get a fair price. Each car has room for 4 people, so you often share an American cruiser with other participants.

The price difference should not be enormous compared to online booked tours, but every driver's price will vary, so you should negotiate a bit. Especially if you have to share the car with strangers.
